Pullaro summarises the 25th Reform with two main ideas: consensus as process and balance as outcome

The governor made this statement during the closing ceremony of the Santa Fe Constitution Reform Convention. He noted, "It is a path projected into the future and it also shows the way to an Argentina in need of dialogue and long-term agreements".


Governor Maximiliano Pullaro participated this Friday in the closing ceremony of the Convention for the Reform of the Constitution of the Province of Santa Fe, held on the esplanade of the Legislature. During the ceremony, the main authorities of the powers of the State, and the people of Santa Fe present -who filled the square- swore loyalty, respect and compliance to the new provincial Magna Carta.

In his speech, Pullaro stated that "there are two ideas that express the 25th Reform: consensus as a method and balance as a result. One fact summarises what we were able to do: 93% of the articles were approved by more than two thirds of the affirmative votes. I would therefore like to thank the Convention members of all parties for their work, together with the staff and advisers. In these two months we have learned and demonstrated that understanding each other in our differences, living together in diversity and respecting each other in the vehement, but not aggravating, debate is the best way to make profound and stable changes".

The governor pointed out: "this Constitution of the 25th complements and updates the 1962 Constitution, preserves its democratic and republican spirit in the organisation of power and its social perspective in the recognition of rights. At the same time, it institutes new tools to respond to a reality that is very different from that of 63 years ago and to be in a better position as a State in the face of an increasingly uncertain and changing future".

Pullaro also remarked that "in this text there is less power for politics and more power for citizens: elected posts and unjustified privileges are ended, the Ficha Limpia is incorporated, and participation mechanisms are opened up so that democracy is not left in suspense between elections, but so that the people can influence public decisions. It is about the design of a new scheme of power based on balance".

"As of today, we have a new Constitution, with new rights, duties and responsibilities that are, above all, ours, those of the rulers and those of all the powers of the State, without anyone being left out. It is a path projected into the future and it also shows the way for an Argentina in need of dialogue and long-term agreements. Let us know how to walk them with loyalty, honesty, responsibility and the spirit that made Santa Fe the invincible province of the Argentine Nation", he concluded.



Historic moment
For his part, the provisional president of the Senate and of the Reform Convention, Felipe Michlig, thanked Governor Pullaro and former Governor Omar Perotti "because as statesmen, who thought that another province is possible, they reached agreements to advance the law that declared the need for the Reform of the Constitution after 63 years and 149 days". He added that "with this multi-party horizon we worked and achieved the most important and extensive reform in the history of Santa Fe. If there is something to remember about this Reform is that we did it united, under the white, red and blue colours of the flag of the Invincible Province of Santa Fe".



Oath to the new Magna Carta
Following the swearing in of the Constitution by the Convention members, which took place in the Chamber of Deputies, Michlig was in charge of swearing in Governor Pullaro and, subsequently, Vice-Governor Gisela Scaglia, senators, the President of the Chamber of Deputies and Deputies, Clara García, and legislators of the Chamber of Deputies. He also met with the president of the Supreme Court of Justice, Roberto Falistocco, and members of the court; the general defender of the Provincial Public Criminal Defence Service, Estrella Moreno Robinson; the general prosecutor of the Public Prosecutor's Office, María Cecilia Vranicich; the president of the Court of Auditors, Oscar Biagioni; and the ombudsman, Arístides Lasarte.

Afterwards, the 69 Convention members signed copy 0 of the new Constitution.

The ceremony concluded with the collective oath taken by Pullaro to all those present.



Honorary plaque
During the ceremony, the governor, the president of the Convention and the members of the Frente de la Esperanza block - Verónica Colombo, Caren Früh and Ariel Sclafani - presented an honorary plaque to the relatives of the elected Convention member Alejandra "Locomotora" Oliveras, received by her sons Alejandro and Alexis.
