The province presents the Comprehensive Program of Trans Inclusion in Uruguay and Panama

In context of the cooperation agreement with the United Nations agencies, the Sub-secretariat of Sexual Diversity Policies of the province of Santa Fe presented the provincial program of Trans Inclusion before the National Council of Sexual Diversity of Uruguay and before The Regional consultation "the Extra Mile" of Panama.

On both occasions, the Santa Fe policy was highlighted as one of the most comprehensive and with the greatest social impact.

The Comprehensive Santa Fe Trans Inclusion Program is carried out by the Under-Secretariat for Sexual Diversity Policies, which depends on the Ministry of Social Development of Santa Fe and was developed in conjunction with the Argentine Lesbian Federation, Gay, Bisexual and Trans (FALGBT) and agencies of the United Nations system in Argentina (UNDP, Unaids, ILO and Unfpa).

In the Latin American context, the Government of the province of Santa Fe is innovative in policies of trans inclusion; among other actions, due to the creation of LGBTI Houses, the Transgender Day Care Centre, the labour insertion and social protection programs, the specific educational protocols, the hormonal therapy services and the gender affirmation interventions.

In this context, the Under-Secretariat for Policies of Sexual Diversity articulates the process, carrying out the tasks with the organizations of the civil society, with the accompaniment of the Argentine LGBT Federation, the Transvestites, Transsexual and Transgender Association of Argentina, and the United Nations System in the country.

SYMPOSIUM IN URUGUAY
It had the objective of reflecting on the significant experiences and lessons learned in the framework of the implementation of the Trans Integral Program in the Province of Santa Fe. This colloquium was in context of the process of regulation of the Integral Law for Transgender People, recently approved in Uruguay.

During the meeting, the undersecretary for policies of Sexual Diversity, Esteban Paulon, thanked the "opportunity to share the lessons learned from the implementation of our Comprehensive Trans Program."

"Many of the actions contained in the Uruguayan law were already applied in Santa Fe, for example, historical reparation, the approach of trans children and educational scholarships," he continued.

Finally, Paulon expressed, "We are proud of the policies we carry forward," and stressed that "from this exchange with Uruguay, we can strengthen each other."

The meeting also involved references and officials from the areas of sexual diversity of the Ministry of Social Development of Uruguay, the secretariat of Diversity of Montevideo and the United Nations Population Fund,

IN PANAMA
The Santa Fe experience was also highlighted in the regional consultation "The extra mile: beyond gender identity laws to promote the social and economic inclusion of transgender people in Latin America", which the United Nations Program for Development (UNDP) recently held in Panama City.

The 2030 United Nations Agenda recognizes, as one of the requirements for achieving sustainable development goals, that no one should be left behind. The most excluded groups should receive a prioritized attention to ensure the inclusion of all people in the processes of social and economic development of the countries.

Transgender people are one of the most excluded groups in all areas, whether in social and economic rights such as health, education, work, housing, or the enjoyment of civil and political as the right to an identity, to vote, to physical integrity, among others.

UNDP considers vitally important the experiences of countries such as Argentina, in this case of the province of Santa Fe, to share experiences to put them together, to be known and discussed by other countries and to be able to learn from the practice of processes.

In this context, the regional unit for HIV, Health and Development conducted a multinational consultation on best practices related to the inclusion of the trans population in public social policies in Latin American countries, among which the initiative of the Santa Fe Trans inclusion program, was especially highlighted.

BEST PRACTICES
Recently, two years after the program started, the Community Assessment Day took place, with more than 50 referents of the trans men and women's collective, from all regions of the province.

The opportunity addressed advances and outstanding subjects in areas such as health, education, work, development and social protection, and human rights among others.

From this work emerged the report "Best practices and lessons learned in the context of the implementation of the Trans Integral Program in Santa Fe", which is being presented in various fields in order to replicate the Santa Fe experience that has obtained excellent results.
