The Governor of Santa Fe, Miguel Lifschitz, and his peer from San Juan, Sergio Uñac, signed the second framework agreement  for cooperation to ratify and promote the realization of the project called "Bioceanic Corridor Puerto Alegre (Brazil) - Coquimbo (Chile)", which provides for the realization of the Agua Negra Tunnel in San Juan.

"The road connection through the Agua Negra Tunnel between San Juan and Chile is a strategic work for both San Juan and Santa Fe and all the Argentina since it allows to realize an old dream of our provinces such as the bi-oceanic corridor that joins Coquimbo in Chile, with Porto Alegre, in Brazil, and passes through San Juan, La Rioja, Córdoba, Santa Fe, Entre Ríos and Corrientes in the Mesopotamia, to connect us with Brazil", said Lifschitz.

"This opportunity to promote food and loads exchange between these two large ocean ports on the Atlantic and the Pacific is a great opportunity for the development of the central region in Argentina".

Lifschitz celebrated the fact that San Juan "managed that the Presidents of Argentina, Mauricio Macri, and of Chile, Michelle Bachelet, have committed to start work that has funding, the deadlines are underway and it is likely that next year the works will begin".

The Governor of Santa Fe was considered that the signing of the agreement is an important event since it confirms the will of the provinces of Santa Fe and San Juan work together to materialize and develop this oceanic corridor and all actions necessary to enhance it, even knowing that the works will take several years. “We must all work to achieve a future like this project", said Lifschitz.

Beyond the corridor plan, Lifschitz stressed the "good relationship" with his peer in San Juan and "the interest in issues that have to do with the management, the management of resources, public works, and housing" and expressed the desire to visit the newly opened local theatre that "today is one of the most important cultural projects Argentina is facing".

The signing was conducted within the framework of a ceremony held at the House of Government in San Juan.

GOVERNOR UÑAC
The Governor of San Juan said that his counterpart from San Juan "is a great Governor and has the great responsibility of leading of the most prosperous and powerful provinces in Argentina".

"In the first semester of 2016 we concluded with design works and technical projects for the bi-oceanic corridor and both Presidents have put on their agendas the construction of a tunnel (Black Water) that will definitely change the life of the Argentineans", added Unac.

"Together with Lifschitz – he continued - we are working and anticipating the benefits that the tunnel can give, in the context of the remarkable road recovery that Santa Fe is making on national and provincial routes that converge in what is the bi-oceanic corridor that will strengthen the transit of goods and reach the Asian market".

ABOUT THE PROJECT
The corridor involves 2472 km of road infrastructure which will connect the Atlantic and Pacific oceans, with the ends in the cities of Coquimbo (Chile) and Porto Alegre (Brazil), passing through the central region in the Republic Argentina through the provinces of Corrientes, Entre Ríos, Santa Fe, Córdoba, La Rioja and San Juan, and crosses the Andes chain through the tunnels located at the latitude of the current international Agua Negra passage.

This work will allow shortening the journey between the markets of both oceans to improve the positioning of the region, enhancing its commercial complementarity and facilitating the Exchange both within Mercosur, as well as with the rest of the world.

ABOUT THE AGREEMENT
It aims to ratify the terms agreed on May 22, 2014 and the expansion and optimization of the processes of cooperation such as support for the development of the Corridor, confirming the strong shared interest in the immediate realization.

In this context, both provinces are committed to deepen the exchange of experiences in areas related to the development of the project "Corridor Bioceanic Porto Alegre – Coquimbo", defining new areas of mutual interest, which will be added to those already defined in the course of the previous Agreement.
