In the 20th anniversary of the reform of the National Constitution in 1994, the provincial government gave, in Santa Fe Capital City, recognition to the 21 constituent conventional representatives from the province of Santa Fe.
The ceremony was held at the White Hall of the House of Government and was headed by Governor Antonio Bonfatti. "Today is a historic day: we commemorate 20 years of the reform that has been the most plural and comprehensive of all those made since 1853;" "the only one who was sworn by unanimity and a Convention where all the political and ideological expressions were represented, without exclusions or proscriptions", he said.
In this context, Bonfatti recalled that the provincial government donated lands to the municipality of Santa Fe to raise the Constitution Library Park. The site is located at one of the accesses to the city from the South. There three large totems, of 80 tons each, which represent the three powers of the State.
Before the Act, the Governor and Mayor Corral signed, at the Universidad Nacional del Litoral, an agreement whereby the province will contribute 24.5 million pesos to the second stage of the works at the Constitution Park. "This way we intend to let all Argentines know that this province honors and respects the Constitution," the Governor emphasized.
SANTA FE, PIONEER IN CONSTITUTIONAL MATTERS
"Long before the national organization, in 1819, Santa Fe was the first province in Argentina to dictate its Constitution." It was inspired by Brigadier Estanislao López, who tried to reflect the federal legacy that the regional leaders had proclaimed, and therefore that rule already outlined the republican and representative government system," said the Governor.
"The reform of 1994 has been the sixth since 1853, after three others carried out in the 19th century and in the 20th century. The 49 and 57 reforms have received criticism regarding their legitimacy; the one from 1994, on the other hand, has been the most plural and comprehensive of all", he stressed.
"It has been - continued Bonfatti-, a significant contribution to the process of consolidation of rights and fundamental guarantees and, especially, contributed to the recognition of new paradigms in making human rights." Indeed, the reform included international treaties on human rights with constitutional hierarchy and it is the legal framework that allowed deepening, within the rule of law, the prosecution of those who had committed crimes against humanity during the military dictatorship and that in Santa Fe, from 2009 to date, has enabled the processing and completion of fourteen trials", said the provincial leader, among other concepts.
ACKNOWLEDGMENTS
The 1994 Constitutional Convention was held for three months in the cities of Santa Fe and Parana. It was composed by 305 constituents from all around the country, who, during the deliberations, reformed 43 articles.
For their work as a constituents of the province of Santa Fe, received a diploma: María de los Angeles Benzi, Carlos Caballero Martín, Luis Cáceres, Pablo Cardinale, Antonio Ciaurro, Rodolfo Frontera, Víctor Repetto, Miguel Ángel Robles (who also received an honorable mention), Hugo Rodríguez Sañudo, Horacio Rosatti, José María Serra and Iván Cullen.
In addition, the provincial deputy Inés Bertero received a diploma on behalf of the deceased Guillermo Estévez Boero; on behalf of Evaristo Giordano and the extinct Juan Iturraspe, the daughter of the latter, María Bernardita received the diploma; on behalf of Carlos Lorenzo, his son Pablo; on behalf of the late Alberto Natale, his wife Blanca Pluss; on behalf of Alberto Piccinini, her daughter Claudia; and on behalf of the late Carlos Spina, his daughter María Laura. Carlos Reutemann and Marta Martino were absent.
Along with the Governor, participated in the ceremony the Ministers of Government and Reform of the State, Rubén Galassi; Security, Raúl Lamberto; and of Justice and Human Rights, Juan Lewis; the Mayor of the city of Santa Fe, José Corral, as well as officials of the Executive and Judiciary Branches; as well as conventional representatives relatives and provincial and national legislators from 1994, among others.
"A PLACE FOR ENCOUNTER AND REFLECTION"
The Constitution Library Park project seeks to enhance the status of the provincial capital as a venue for the enactment of the Constitution in 1853 and its major reforms.
"It is a huge joy to participate in this project and we welcome the initiative", said the provincial leader and added: "this space should be a place for encounter and reflection. That is the message that the Province of Santa Fe wants to give."
On his part, Corral said: "the Santafesinos are determined to regain the so precious status that we used to have, to be the place where the Republic was founded. A site that we didn't have, as Rosario has the Monument to the Flag and as Tucumán has the House, and that will be a special place to commemorate and celebrate this condition."
The new space will have 2,020 covered square metres and other 575 m2 partially covered and it allow to house different thematic areas: atrium and institutional hall, Museum, Auditorium, and general support.
It was designed as an interpretation center by the renowned specialist Héctor Berra and conceived as a narrative field that promotes knowledge. Its circulatory design, predominantly linear, it responds to a narrative evolution that links the thematic nuclei in different rooms or spaces in the building.
The Act was developed at the Superior Council of the Universidad Nacional del Litoral and was attended by the rector of the UNL, Albor Cantar; the national Deputy Mario Barletta; the provincial Senator Hugo Marcucci; and the Minister of Public Works and Housing, Julio Schneider; among other authorities.
