The “Abre” Plan - Program of Comprehensive Intervention in Neighborhoods has won recognition in the category "Best Sub-national Practice in Public Policies for Social Development in Latin America". The distinction was awarded by the Clear Center for Latin America, the Center of Economic Investigation and Teaching, the Government of the State of Guanajuato (Mexico) and the Organization for Cooperation and Economic Development.Governor Antonio Bonfatti referred to the recognition and pointed out that “Abre”
was awarded among 50 projects in Latin America. Apart from this distinction, we are very pleased by the results that are starting to produce results in the cities of Santa Fe, Rosario and Villa Gobernador Gálvez, with a proposal that has an integral approach, having to do with health, education, the right to water, with urban improvement, and other many actions of inclusion. This is what we have aimed for these 2 years, with more than 4,200 million pesos of investment".
The distinction awarded by Clear seeks to discover, disseminate and acknowledge State, District or Provincial governments aimed to promote innovative practices to strengthen policies for social welfare in Latin America.
Together with the “Abre” Plan were also recognized the Community Programme for Neighbourhood Improvement (Distrito Federal, Mexico), and the System of Public Programs for Welfare (Jalisco, Mexico).
Each program was randomly evaluated by two experts in public policy. The nominations were rated based on five criteria and in accordance with the following: level of innovation, 30%; contribution to well-being: goods and services offered, 25%; coherence between the objectives and the public problem, 20%; level of involvement of citizens, 15%; quality of the mechanisms of monitoring and evaluation, 10%.
The final score was the average of both judges’ evaluations. The winners are those who obtained the highest values.
With the “Abre” Plan, the Provincial Government and the cities of Santa Fe, Rosario and Villa Gobernador Gálvez deepen a set of actions to improve the quality of life, coexistence and the security of all citizens, through two principles of work: "Infrastructure and habitat", and "coexistence and participation".
“Abre” relies on joint and shared effort of each municipality and the province, and the participation of neighbours and social organizations, to improve the conditions of life in the neighbourhoods, in what refers to the realization of infrastructure projects as the strengthening of the spaces for meeting and coexistence - like clubs, neighborhood and squares-, and development plans as “Back to School”, Ingenia and other many actions.
In the area of monitoring and evaluation, the plan has the technical assistance of the Public Policies Institute on Human Rights of Mercosur (IPPDH) for the development of indicators on human rights.
Likewise, the Government of Santa Fe signed an agreement with the Observatory of Argentina Social Debt (Universidad Católica Argentina) to perform tasks of monitoring and evaluation of the implementation of the plan.
CLEAR CENTER FOR LATIN AMERICA
Clear (Regional Centers for Learning on Evaluation and Results) is a global project which main objective is to strengthen the capacities and systems of monitoring and evaluation (M & E), and management by results (GpR). It has the support of the Australian Agency for International Development, the Asian Development Bank, the Belgian Cooperation for Development, the African Development Bank, the Inter-American Bank of Development, the Rockefeller Foundation, the Swedish Agency for International Development, Switzerland's Cooperation Agency for Development, the Department for International Development of the United Kingdom and the World Bank. The Secretariat of the initiative is housed in the Independent Evaluation Group (IEG) of the World Bank.
The Clear Center in Latin America operates at the Centro de Investigación y Docencia Económicas (Cide), Mexico DF. The objectives are the following: become a point of reference in the field of M & E and GpR for the countries of the region; provide cutting edge institutional and technical knowledge to strengthen capacities for assessment, monitoring and management for results; promote the use of empirical evidence as the main tool for the assessment and accountability; and strengthen the leadership of Latin America in these areas through close ties with other regional Centers, and through the creation of spaces for learning between regions.
